History of the Canadian Open Data Society

The Canadian Open Data Summit (CODS), now evolving into the Canadian Open Data Society (any coincidence of acronyms is regretted!) has been the annual event where the most pressing challenges facing the open data community are addressed on a national stage. Advocates from all sectors have come together to share best practices and local experiences, learn from top international experts, and grow the community strategically and collaboratively.

 

CODS is one of a suite of strong open data events and organizations across Canada, all of which demonstrate that the Canadian Open community has been rapidly gaining momentum over the past year.
 

In addition, GO Open Data (the Ontario Open Data annual summit) is in its seventh year, there are efforts to federate open portals such as that in Niagara, and in May Canada hosted the Global Summit of the Open Government Partnership and many sister events.  These are exciting times for the open movement.

CODS has been and remains a grassroots, community-led event. It began in 2013 in British Columbia. The volunteer national organizing committee decided in 2019 to incorporate and co-found the Canadian Open Data Society.

February 19, 2013
B.C. Open Data Summit

The B.C. Open Data Summit was held at Simon Fraser University’s Segal Graduate School of Business in downtown Vancouver, founded and organized by Herb Lainchbury and the BC Open Data Society.

2014
First Canadian Open Data Summit

The First Canadian Open Data Summit was held in Vancouver.

May 25, 2015
Canadian Open Data Summit in Ottawa

Helvetica Light is an easy-to-read font, with tall and narrow letters, that works well on almost every site.

April 27-28, 2016
Canadian Open Data Summit in Saint John

Co-hosted by New Brunswick Social Policy Research Network and nb+, a collaboration between the Government of New Brunswick and IT industry group, TechImpact. Canadian Open Data Awards (full slate) created, leveraging CODS15’s categories for the original single award. New award for Canadian Open Data Leader of the Year, won by Dr Tracey Lauriault. There were sister events on open data for non-profits and a data visualization challenge. The City of Surrey, BC won both the Open Data for Democracy Award and the overall Canadian Open Data Excellence Award 2016.

June 12-14, 2017
Canadian Open Data Summit in Edmonton

The Canadian Open Data Excellence Award 2018 went to Données Québec. Canadian Open Data Rising Star 2018 was the Skeena Knowledge Trust. The Summit concluded with a consensus that the stakeholders strongly desired a community of practice around Open Data.

2019-2020
A Busy Year for the Open Movement
  • CODS Governance Working Group struck

  • Recommendation accepted to form a non-profit membership based Canadian Open Data Society to replace the unincorporated volunteer committee that had been ensuring the Summit took place annually

  • Recommendation accepted to skip 2019 and hold the next CODS in 2020 (roughly 18 months after CODS18/Niagara), using the gap year to get the Society started, to set up a Board of Directors and membership, and to course-correct the Summit back to being a spring event.

  • August 2019: Board-to-be chosen

  • October 2019: First meeting of Board-to-be

  • Pandemic Pivot!

  • May 2020: Incorporation of Canadian Open Data Society

  • June 2020: First genuine Board meeting

  • 2021: First CODS under the Society’s aegis, first AGM, election of next Board by member.

 

Democracy dies in darkness (Washington Post). But the better perspective is that democracy thrives in the open. The open movement is all about keeping our society and our government human-centred in the digital age - and about putting on our own tights and a cape, each of us, as citizens, to do our bit to fortify democracy.

Committees

Advocacy Committee

The mandate of the Advocacy Committee, as approved by the board of directors, is to:

  • Canvass its members and the committee at least annually for open data releases, practices & policies to advocate for at all levels of government, in civil society, and in the private sector;

  • Prioritise these changes according to feasibility and impact;

  • On a regular (e.g. bi-monthly) basis, make and deliver reasoned arguments in support of these 

Awards Committee

The mandate of the Awards Committee, as approved by the board of directors, is to:

  • Operate in both official languages;

  • Update the Society’s website with the year’s awards rules;

  • Develop the form for nominations to be provided along with the above-listed messaging;

  • Develop advertising for nominations to the annual Canadian Open Data Awards, that includes links to the awards rules and the form for nominations, to be published at the Canadian Open Data Summit and afterward;

  • Review and score all nominations received by the published due date, and ensure that nominees have given permission for themselves to be nominated;

  • Vote on the winning nominations in each category;

  • Develop and publish the awards announcement;

  • Organise and publicise an awards ceremony in person and/or online each spring;

  • Choose an emcee for the awards ceremony;

  • Procure and take delivery of awards hardware to be provided to each winner;

  • Deliver or hand over each award to each winner;

  • Mentor a new Awards Committee chair each year.

Summit Committee

The mandate of the Summit Committee, as approved by the board of directors, is to:

  • Operate in both official languages;

  • Work with the host to develop the themes, corporate identity, and sponsorship value proposition of the current year’s Canadian Open Data Summit (#CODS);

  • Announce the date, location, venue and themes of #CODS as soon as possible in the spring;

  • Renew, agree upon, and carry out the budget and the plan for #CODS;

  • Initiate and populate the virtual conference software for #CODS, including event website, Call for Proposals form, registration tickets & discounts, speakers, sponsors, sessions, schedule, etc.

  • Work with all speakers, sponsors, the host and the venue for #CODS;

  • Draft all website, social media, and other communications for #CODS;

  • Recruit and develop an on-site volunteer roster for #CODS.

Communications Committee

The mandate of the Communications Committee, as approved by the board of directors, is to:

  • Operate in both official languages;

  • Advise on, develop and enforce the communications policies of the Society as approved by the Board;

  • Advise on, finalise, translate and support the delivery by the Executive Director of all website, social media, email, and other communications for #CODS;

  • Advise on, finalise, translate and support the delivery by the Executive Director of all website, social media, email, and other communications for the Society.

Events Committee

The mandate of the Events Committee, as approved by the board of directors, is to:

  • Operate in both official languages;

  • Support obtaining by the Executive Director of the commitment of a new host (government, educational institution, or other) to financially support the venue and catering or audio-visual production of next year’s Canadian Open Data Summit, ideally by the date of this year’s Summit so it can be announced there;

  • Support volunteers with processes, advice, and event management software if they wish to host small Open Data events in their own geographic or educational community, including pub nights and talks;

  • Support volunteers with processes, advice, and software for event management, virtual meetings and proposal submissions, if they wish to host online Open Calls;

  • Manage the event calendar of the Society to which all committees shall refer and add, and the Communications Committee shall publicise.

Membership Committee

The mandate of the Membership Committee, as approved by the board of directors, is to:

  • Operate in both official languages;

  • Maintain the membership pages of the Society’s website;

  • Maintain the membership roll of the Society;

  • Maintain the membership levels & payment system of the Society (OpenCollective);

  • Develop an onboarding page for active members that prioritises experience, substantive networking opportunities, and professional development; and for passive members that prioritises learning, supporting achievements, and seeing ideals reflected;

  • Recruit & select new committee and board members;

  • Curate and improve (from feedback) the value proposition for membership in the Society, including but not limited to:

  • Discounts on Summit attendance & ODI courses (and later, certification);

  • Access to content & channels;

  • Referrals & introductions across the community;

  • The advocacy activities of the Society;

  • Volunteer service & leadership positions in the Society.

  • Oversee an on-site volunteer roster for #CODSnn;

  • Crew tables and deliver presentations at events of the Society (including the Summit) and other organisations;

  • Draft advertising campaigns for membership in the Society that shall be placed by the Executive Director in:

  • Boosted / advertised social media posts;

  • Handbills at educational institutions.

Research Committee

The mandate of the Research Committee, as approved by the board of directors, is to:

  • Map and database, on an ongoing basis, the open data portals, resources and practitioners of Canada;

  • Present the results of the mapping project on a regular basis;

  • Keep abreast of, and share, research into open data practices, standards, applications and values around the world (not least for the Education Committee and the #general-général channel).

Resource Committee

The mandate of the Resources Committee, as approved by the board of directors, is to:

  • Develop the sponsorship value proposition for #CODS into a presentation;

  • Monitor and maintain the Society’s obligations to sponsors and agreements with same;

  • Find and monitor the conditions and deadlines of grant funding opportunities (governmental and foundational) that Society projects can vie for support from;

  • When possible, work with the Executive Director, other committees and partner organisations to write funding applications for Society projects.

Technology Committee

The mandate of the Technology Committee, as approved by the board of directors, is to:

  • Find, learn, choose from, apply and maintain technology solutions for the Society;

  • Advise on, develop and support the use by the Executive Director of all the communications channels and tools used by the Society, including social media, Buffer, Mailerlite, and Wordpress;

  • Find or provide technology support solutions for the Society's Executive Director, starting with the website.
